The state of Colorado, through Senate Bill 38 states the following:
“Prohibits a roofing contractor from paying, waiving or rebating an insurance deductible for a property owner. (Nor may a contractor advertise or promise to waive, pay or rebate same.)”
Though this may seem an inconvenience; this bill was designed to protect the homeowner. Insurance companies tend to not pay more for a project, than a project actually costs. That being said, contractors discounting a job up to and past the cost of the deductible will be cutting corners elsewhere.

Be on the lookout for contractors who do not, and never try and cut corners by hiring an unlicensed or underinsured contractor. Always ask for proof of both license, and insurance.
